Description

Description

"Currently, the Latvian State Revenue Service Tax and Customs Police Department (SRS TCPD) uses the standard web browsers, to acquire data from open sources, such as social media platforms and partly ""deep web"". In contrary to the ""surface web"", which is accessible to anyone using the Internet, the ""deep web"" or ""Darknet"" contents are not indexed by standard web search-engine programs. To execute the SRS TCPD inherent tasks – to prevent and disclose criminal offences in matters of the state revenue and customs, is becoming more and more of a challenge. That will result in much larger ratio in illegal excise goods, e.g., tobacco products, alcohol, and fuel products, smuggling of narcotic substances and the cash money and last but not least smuggling of the dual use items for the needs of the neighboring aggressor state. It will also largely affect the identification of the tax evasion, VAT fraud and money laundering instances. Therefore, the SRS TCPD intends to purchase the Maltego Analytics Software with a 3-year subscription. The software will be used by the SRS TCPD information analysts and intelligence personnel to identify and analyze the objects related to alleged criminal offences. The acquired and processed data will further be used as the evidence in criminal proceedings. The software is an open source intelligence (OSINT) and graphical link analysis tool for gathering and connecting information for investigative tasks. The tool will substantially facilitate in finding interconnections between objects. It is one of the most advanced OSINT tools to search and visualize objects to be widely used by the law enforcement authorities in the EU. The training to use the tool is included in the program package. The intended product would allow for significant improvement of the SRS TCPD operational efficiency to compare with previous levels."
