Description | The Project will finance electrification investments leading to 200,000 additional household connections -benefiting around one million people- in the provinces of Luanda, Benguela, Huila, and Huambo. The Project will also finance measures to improve the operational and commercial capacities of power utilities, including ENDE (distribution), RNT(transmission) and PRODEL (generation). Specifically, support to ENDE will focus on improving its commercial performance through the implementation of a revenue protection program (RPP) to eliminate non-technical losses (unmetered consumption) from "high-value customers". Support to RNT will focus on targeted interventions to improve and optimize the overall management of the national transmission network. Extensive technical assistance will be provided to PRODEL to strengthen its corporate functions and technical capacity to manage hydropower resources. Since this is the first Bank-funded project in Angola’s electricity sector and the beneficiary agencies are at an early stage of operation, significant implementation support is also accommodated under the Project. The Project is underpinned by the parallel ESMAP-financed Angola Energy Sector Engagement Programmatic Technical Assistance, focused on supporting key reforms to improve the sector's financial sustainability and the conditions for private participation. |
