Angola Strengthening Governance for Enhanced Service Delivery Project

These project will be delivered through a combination of technical assistance (TA) and PBCs. TA will be provided for capacity-building to strengthen the core functions of municipalities, including PFM, procurement, urban planning, and civil registry services. It will also finance investments in systems and infrastructure services to support improved administrative effectiveness and better services in the areas above. PBCs will support a municipal performance grant (MPG), which will be transferred to selected municipalities for needed investments. This will further strengthen the PFM capacity of municipal administrations through the practical application of skills relating to all phases of the budget cycle: preparation, authorization, execution, and accountability.
