The objective of the Anhui Provincial Highway Project is the expansion of highway capacity, which will alleviate traffic and enhance socioeconomic growth. The main components of the project are: 1) the construction of the expressway connecting Hefei and Anqing; 2) the improvement and rehabilitation of existing highways; 3) the implementation of a highway safety program; 4) institutional building program & training; 5) the imposition of front-end fees through tolls on users of the Hefei-Anqing Expressway; and 6) land acquisition and resettlement program. The Anhui Provincial Communications Department (APCD) has the overall responsibility for project preparation and implementation. The Anhui Highway Administration Bureau (AHAB) is responsible for the implementation of the highway maintenance program as well as the highway safety program. The overall direction of the project at the central level will rest with the Ministry of Communications (MOC), assuming also a coordinating role and provide technical support.
