The proposed investment is to provide an A loan of up to EUR 80 million and a Managed Co-Lending Portfolio Program (MCPP) loan up to EUR 60 million to Metropolitan Municipality of Antalya ("MMA"), to finance the construction of a new 18.2 km tramway line with 29 stations and purchasing 20 tram vehicles (or tram cars); which altogether constitutes Phase-3A tramway line project (“the project”).The project sponsor is MMA, serving a population of nearly 2.3 million inhabitants of Antalya, the 5 th  largest metropolitan municipality in Turkey. The project will be implemented by MMA’s transportation planning and railway systems department and operated by Antalya Ulasim A.S. (“Antalya Ulasim”), the municipal enterprise responsible for operation of MMA’s urban public transportation network.Antalya has two tramway lines which are already operational: the 11-km Fatih-Meydan line (Phase-1) and the 19-km Meydan-Expo line extension (Phase-2), which was constructed by the Ministry of Transportation. Phase-3 tramway line implementation has been divided in two phases: i) as indicated above, Phase-3A which covers the construction of a new 18.2 km tramway line (Varsak-Otogar-Muze) with 29 stations and a depot and maintenance facility plus procurement of 20 tram vehicles; and ii)  Phase-3B which covers the rehabilitation and conversion from single-track to double-track of 4.2 km nostalgic tramway line (Muze-Zerdalilik) with 10 stations plus procurement of 12 tram vehicles and is planned to start construction in 2019.The Phase-3 tramway line will connect the city’s northern populated but underprivileged neighborhoods to its center, along the coast on north side of the Antalya Bay, where the main bus station, city museum, state hospital, university, university hospital, judicial court and sports hall are located. The line will be fully integrated with the existing Phase-1 and Phase-2 tramway lines and bus stations. The new tramway will be electrified and will run on dedicated lanes within the central median along arterial roads. The tramway lanes will be constructed on land that belongs to MMA, thus minimizing the need for expropriation.Phase-3A line construction will only require limited footprint aboveground and will have a short section underground at the main bus station, where the line joins with Phase-1. This will require construction of 1.3 km long tunnel (including a cut-and-cover section). The tunneling method is defined as New Austrian Tunneling Method (NATM) and this will be taken into account for the finalization of the relevant safety and environmental procedures. The tramway line and stations will require an area of 32.5 ha in total, while the depot and maintenance facility, to be built in the Varsak region in the north of the city center on land owned by the Prime Ministry Under-secretariat of Treasury, will require a total of 6 ha including 1 km of connection line to Phase-3A tram line. The Phase-3A line is designed to carry about 51,000 commuters per weekday when it will become operational. Construction is expected to start in December 2017, will involve a turnkey contract with an Engineering, Procurement, and Construction (EPC) contractor and will be completed in the first half of 2019; construction is estimated to last 18 months.
