The Economic Management Technical Assistance Project for Angola aims to strengthen the Government's capacity to formulate sound analysis and to implement sound policies in areas which are critical to the management of public resources, including: poverty analysis; setting-up a monitoring and evaluation system; formulation of a sound Public Investment Program (PIP); and the establishment of a more transparent and efficient public finance framework. The project will focus on key economic policy implementation agencies: Ministry of Planning (MINPLAN), Ministry of Finance (MINFIN), and the Central Bank of Angola (BNA). The project components are: 1) planning component will support efforts at establishing methodologies for the preparation, execution and monitoring of sector and provincial plans and the PIP; 2) statistics component will support the implementation of the recently prepared Five-Year Plan for Statistics; 3) public finance component will support the MINFIN's public finance modernization program; and 4) Central Bank operations component (BNA) will continue supporting improvement of BNA operations and the full implementation of Angola's payment system. The ultimate goal of this project is to facilitate the establishment of the appropriate policy and governance framework for sustained medium-term growth, in the wake of the transition from civil war to peace.
