Description | In September 2005 the government of Nigeria, through its Bureau of Public Enterprises (BPE), awarded a 25 year rehabilitate, lease and transfer concession for terminal E of the Apapa Port to private operator Greenview Dev. Nigeria Limited. Greenview pledged to pay leasing fees to the government amounting to some $25 million in net present value. Additionally, the concessionaire was expected to make all investments on the terminal’s berths (except for the quay wall, which remained the government’s responsibility), stacking yard, equipment, as well as improved security and fencing systems. In total, investments in facilities were estimated at $33.85 million. The project was part of a concerted effort to attract private participation in the Nigerian port sector. The port of Apapa, which served the city of Lagos, had five of its terminals plus a container terminal concessioned in 2005. The contract was awarded in September 2005 after direct negotiations between Greenview and the government. Greenview Dev. Nigeria Limited was a subsidiary of the Dangote Group, a diversified Nigerian holding. |
