The objectives of the San Juan Social Inclusion and Development Sector-Wide Approach (SWAP) Project for Argentina are to: (a) to improve the equity, quality and efficiency in the provision of health services and education services in the first years of schooling within the Borrower's territorial jurisdiction; and (b) to strengthen the Borrower's public sector management. There are three components to the project, the first component being health. The component will support the scaling up of the health strategy launched by provincial Ministry of Health and being implemented now by the ministry and the two major decentralized hospitals, hospitals Rawson and Marcial Quiroga. The second component is the education. This component will support the implementation of the eligible expenditure program for the education sector. The objective of this program is to ensure that all children who attend the first cycle of primary education achieve good learning results without failing any of the early grades. Finally, the third component is the public sector management technical assistance. The objective of this component is to strengthen the effectiveness and efficiency of public sector management to sustain progress towards achieving the development objectives of the operation.
