Description | The TPPs – located in Aracaju (SE); Belém (PA); Cananéia (SP); Manaus (AM); Natal, RN); Santos (SP) and Vitória (ES) – were qualified in the PPI through Decrees nº 10,383/2020 and 10,442/2020, in addition to Cabedelo (already granted – auction on 01/28/21 and Contract signed on 04/29/2021 ). The studies were carried out through an exclusive Expression of Interest Procedure (PMI), in accordance with § 5 of art. 1st of Decree No. 8,428, of April 2, 2015. The PMI was opened on October 29, 2020, and had the participation of 6 groups, and, after the due selection process, the consortium formed by Terrafirma companies was authorized , LPC Latina, CPEA, Moyses&Pires, starting studies, on 01/27/21. The studies were completed by PMIsta on 04/09/21, having been approved by the responsible technical committee and improved for the purpose of sending the project extract to the Federal Audit Court, on 4/26/21, and making it available to civil society through Public Consultation, opened on 04/29/21, ending on 6/13/21. Information about PMI can be found here. The Public Hearings, in a hybrid format, took place on 2 and 7/6/21. Currently, the Aracaju TPP is not in operation, and fishing vessels dock and unload their fish at the pier located next to the terminal. The unloading and handling of fish is carried out in a precarious manner and without adequate infrastructure: the operation takes place irregularly, with the fish being classified on board the vessels or in a temporary structure set up next to the pier, where the “marisqueiras” (fish workers) are located. who process shrimp) and fish traders. Project benefits Along its meager 163 km of coastline, the coast of the State of Sergipe has five large estuaries: São Francisco, Japaratuba, Sergipe, Vaza-Barris and Piauí/Real, thus featuring relevant aquatic biodiversity and fishing potential. The State's fishing production was 5,600 tons in 2014. The publication indicates two distinct realities: on the one hand, few species represent a large percentage of catches – tuna (tunas and bonito) and shrimp represent 50% of catches; on the other hand, more than 130 species are identified, most of which have little representation, but which have great socioeconomic importance. Of the 5.6 thousand tons extracted, around 2.2 tons (or 40%) are landed in Aracajú. The main volumes are tuna and shrimp. From visits and interviews carried out, data was collected on the unloading of fish on the pier located next to the terminal for the years 2013, 2014 and 2015. The data collected includes the vessels and species with the greatest representation, not considering records of species of lesser expression. Typically, 1,000 tons of fish are unloaded annually. These fish are unloaded and handled without any kind of sanitary inspection and are often unsuitable for consumption. The lack of infrastructure with SIF restricts the sale of fish (limited to open-air markets or consumers that do not require inspection) and makes access to institutional markets impossible. Additionally, an activity that has been gaining prominence in the State of Sergipe is shrimp farming. IBGE data indicate that production in 2019 was 3,395 tons of shrimp. Sector representatives have already shown interest in taking advantage of the TPP Aracaju structure with the aim of obtaining SIF for farmed shrimp and, in this way, expanding their consumer market.
