In August 2012, the consortium Concesion Vial del Sur, a partnership of the Colombian companies Pavimentos Colombia, Sainc Ingenieros Constructores S.A., Nexus Infraestructura and Nexus Banca de Inversion S.A. and the Peruvian company Chung & Tong Ingenieros, won in a competitive bidding the right to expand, rehabilitate and operate the 430-km highway connecting the municipalities of Arequipa and Tacna located in Peru. Three contestants took part in the bidding process, but additional information on the bidding criteria was not avaliable. The sponsor created the company Concesionaria Peruana de Vías – Covinca S.A. to lead the project. The 25-year concession contract was signed in January 2013. The investment was estimated at US$ 396 million over the life of the project. In March 2013, the private sponsors commenced the operations of the toll road.
