The objectives of the Armenia - Enabling Universal Health Coverage Program are to improve the quality and utilization of primary health care, increase the efficiency of government health spending, and reduce financial barriers to accessing health care. The proposed Program (“P”) is a subset of the NHDS (“p”) which will support achievement of UHC. The NHDS’s main priorities are the “maintenance and improvement” of the health of the population, as well as “a more efficient model of management and leadership of the healthcare sector.” It describes the following areas as priorities: (a) improving birth rates and MCH; (b) reducing the negative impacts of communicable diseases and NCDs; (c) effective and efficient management of the public health sector and improving the quality of medical care; and (d) improving financial protection through a better distribution of financial resources in the sector. Within the NHDS, the PforR prioritizes selected interventions in the following Strategy Areas (SAs): NCDs and risk factors (SA 1.2); management of the health system (SA 2.1); the quality of medical care and services (SA 2.2); healthcare system and financing (SA 2.3); health service provision system (SA 2.4); and human potential and education in the health sector (SA 2.5).
