Description

The project responds to the urgent needs and the government of Armenia (GoA)’s request for WB technical and financial support to develop the socio-economic conditions to foster peaceful, stable, and sustainable development for displaced people in the territory of Armenia and Armenian hosting families. The project will be implemented by the Ministry of Labor and Social Affairs (MLSA) to provide cash assistance for conflict affected families. In particular, the grant will support the extension of the AMD 68,000 cash benefit to displaced people in the territory of Armenia, compensation benefits to Armenian hosting families, employment support programs and public works for the displaced people in working age in Armenia already adopted by the GoA as part of a broader social package. The project complements existing efforts by other donors (notably UNICEF, UNHCR, UNDP, WFP) and NGOs (ICRC, People in Need, Save the Children) and supports cash benefits with existing legal basis. The project is being processed under paragraph 12 of Section III of the Bank Policy: Investment Project Financing, referring to projects in situations of urgent need of assistance or capacity constraints. The rationale for processing the project under the condensed procedures rests on the urgent need to support the GoA’s social response to the displaced people in the territory of Armenia and their hosting families.
