The project entails the construction of hydroelectric utilities on the Arun River in the Sunkhuwashabha District of Nepal. The dam will be 70m tall and the headrace tunnel will be 11.7 km long. The underground powerhouse will contain four 225-MW vertical Francis turbine-generator units. Electricity from the project will be exported to India via a 217-km-long 400-kV double circuit transmission line. The capacity of the facility is 900 MW. Annually, the facility is expected to generate about 3,685 GWh and power from the project will be exported from Dhalkebar in Nepal, to Muzaffarpur in India. The project is being developed by SJVN through wholly owned subsidiary SJVN Arun-3 Power Development Company. SJVN - a joint venture between the federal government of India and the Himachal Pradesh state government - received the allocation to develop the project on a build-own-operate-transfer basis, for a period of 30 years, in March 2008. The power distribution agreement for the project, which provides 21.9% free power to Nepal for the 25-year concession period, was signed by Investment Board Nepal and SAPDC. The $841.9 million (Rs 6,333.40-crore) loan was arranged by a consortium of banks, which includes: State Bank of India, Punjab National Bank, Export-Import Bank of India, Canara Bank, Union Bank of India, Everest Bank Ltd and Nabil Bank. The plant was financed on a 100:0 debt-to-equity ratio. The project entered into construction stage on May 11, 2018 and the debt financing was signed on 22 February, 2022.
