Because of population pressure in the Amman and Zarqa Governorates, the Jordan Ministry of Water and Irrigation (MWI) awarded Degrémont, a Suez Environnement subsidiary, a 25-year B(R)OT contract to expand the As Samra wastewater treatment plant. The project expanded the plant's capacity from the current 267,000 to 365,000, an increase of 98,000 cubic metres a day. The contract was signed in July 2012. It amounted to 192 million dollar (150 million euro) of construction revenues for Degrémont and its partner Morganti. Expansion was expected to take 3 years, to be followed by 22 years of operation. Degrémont and Morganti both control the Samra Project Company, which had been operating the plant since 2008. The projects total costs were $223 million. The Millenium Challenge Corporation funded $93 million. The Goverment of Jordan (GoJ) contribruted $20 million. Private debt and equity sources handled the remaining $110 million. The US government’s Millennium Challenges Corporation (MCC) contributed to the project through a grant of $93 million. The balance of the financing was to be provided by the Samra Project Company and a syndicate of nine banks led by the Arab Bank. The BOT project was signed between the GoJ's Ministry of Water and Irrigation (MWI) with the Samra Wastewater Treatment Plant Company Limited (SPC). On June 27, 2013, MIGA issued guarantees of $13.1 million covering equity investments (including future retained earnings and performance bond) by Suez Environnement, SA (Suez), Infilco Degremont, Inc. (IDI), and Morganti Group Inc. (Morganti) in the AS Samra Wastewater Treatment Project in Jordan. The coverage was for a period of up to 20 years against the risk of breach of contract.
