The second phase of the Small Grants Programme (FC module) consists of a national and a regional component. The aim of the national component is that successfully implemented individual measures (Small Grants) (i) contribute to improving biodiversity protection in selected ASEAN Heritage Parks (AHP) and their peripheral areas and (ii) improve the living conditions of the local population. In addition, (iii) coordination mechanisms and management capacities for AHPs in Vietnam are to be strengthened at the national level. The aim of the regional component is (iv) to strengthen the ACB as a regional institution for the sustainable protection of biodiversity in the ASEAN member states. The recipient and sponsor of the project is the ASEAN Centre for Biodiversity (ACB). Selected NGOs are responsible for implementation on site in cooperation with the Vietnamese Ministry of Natural Resources and Environment (MoNRE). The target group of the FC module is the local population, whose existence is directly dependent on the natural resources in selected AHPs. The project area is expected to be four of the five Vietnamese AHPs (Ba Be, Chu Mom Ray, Hoang Lien Son and Kon Ka Kinh) as well as the areas around these national parks. As in the first phase, rural municipalities and park administrations in AHPs and their buffer zones and NGOs can apply for grants of between EUR 5,000 and EUR 150,000 (small grants) to finance measures to preserve biodiversity and improve living conditions for the local population. The total cost of the FC module is estimated at EUR 7.4 million. An FC grant of EUR 6.39 million and an own contribution of around EUR 1 million are planned for financing.
