Description

Description

The PforR Program’s boundary is restricted to improving bridges on the rural roads network – “rural bridges”. The Program interventions include: (a) maintenance; (b) widening single lane bridges; (c) replacement of temporary, distressed and collapsed/washed out bridges, and construction of new bridges; and (d) updating Electric Vehicle Policy to enhance rural e- mobility & establishing Green Rural Freight and Public Transportation Hubs along the rural roads network. The Program supports extensive resilience and institutional building initiatives with four process DLIs, including (e) enhancing resilience of bridges; (f) strengthening Environmental and Social management capability; (g) strengthening APWRD’s financial and procurement capability; and (h) strengthening roads and bridges management capability. IPF Component (TA Component) includes:a) Prepare Program rural bridges investment and manage Program implementation, including Detail Project Report (DPR), Construction Supervision Consultants (CSC), Transport hub design, GRS, Gender Action Plan, and E&S impact managementb) Program management support, studies, and system upgrading including Independent Verification Agent, Program Management Consultant, Technical Audit Consultant, Individual Consultants, Impact evaluation, training, road financing strategy, systems upgrading/development, studies; and administrative, legal, and operating expenses.c) Strengthen the Assam Road Research and Training Institute (ARRTI) - center of excellence-, including training material development, delivering induction training and short-term courses, and research. This TA component is designed to achieve Disbursement Linked Indicator (DLI) #1 and the Program Action Plan (PAP) on environment and social risk management included in the PforR Operation. This is to address the gaps identified by the Environmental and Social Systems Assessment (ESSA) undertaken to assess the country systems and capacity of Institutions to effectively manage E&S risks. The DLI #1 covers:(i) Adoption of Resettlement Policy Framework (RPF) and Environmental and Social Policy - Indigenous People Policy (ESP-IPP) that aligns with country laws and good international industry practices (GIIP) [The ESP-IPP and RPF including improved systems and procedures supported by the PforR will subsequently apply to the whole of government’s program. The ESP-IPP/RPF will include the screening criteria to avoid financing of any High E&S risk subprojects under Bank’s Program]; (ii) Setting up of a dedicated E&S management unit that will report to planning and finance wings of the APWRD; and (iii) Establishment of digital system to track compliance of the policies on real time basis. The DLI#1 is incentivized with a total sum of US$ 4.8 million (Scalable). The PAP is designed to ensure that civil works are initiated only after the client provides encumbrance free land in accordance with the ESP-IPP and RPF to the contractors before the commencement of the works. Both the DLI and PAP will be adopted sector wide by the Department. The Verification Agency will be expected to follow the verification protocol to the compliance of the PAP and the DLI. The TA component will support the (i) preparation of sub-project level ESIAs/ESMPs in accordance with the APWRD’s ESP-IPP that aligns with the national/state legal policy requirements and international standards, including the World Bank’s Environmental and Social Framework (ESF) supported by PforR; (ii) set up the Grievance Management Systems; (iii) develop and implement the capacity building program of APWRD by the ESMU; (iv) prepare the Gender Action Plan; (v) implement the systems for evidence based monitoring for evidence based reporting supported under the PforR.
