Description | In April 2007, the City of Astana (Astana Akimat)in Kazakhstan granted a 10 year management contract to operate, manage and maintain Astana International Airport to Malaysia Airports Management & Technical Services (Labuan) Private Ltd or MAMTS (L). At that time the contract was signed, Astana airport was the second largest international airport in Kazakhstan. Previously the airport was managed by the Joint Stock Company International Airport Astana (JSC), which was a wholly-owned company of the Kazakhstan government. MAMTS(L) was a wholly owned subsidiary of Malaysia Airports Holdings Bhd (MAHB). MAMTS(L) had been providing some management service to the airport since September 2002 but that was together with the Kazakh government. The management contract took the following form: MAMTS(L) entered into a trust management agreement through which it was transferred the entire state shareholding in the Joint Stock Company "International Airport Astana" (JSC). Under that contract, MAMTS(L) agreed to be paid up to a maximum of 50% of the dividends declared by the JSC annually. The percentage of the dividend that the contractor would receive would depend solely on the ratings achieved by MAMSTL based on a set of key performance indicators (e.g. the number of passengers, service standards, total revenue per passenger and total operating costs per passenger). Malaysia Airports and JSC International Airport Astana agreed to the mutual termination of the Trust Management Agreement for Astana International Airport with effect from 4 June 2009. This decision was made mutually in view that the expertise, knowledge and experience garnered by the state-owned International Airport Astana from working with Malaysia Airports had enabled International Airport Astana to manage and operate the airport independently. Astana, the capital, has the Oblast/region status. |
