Set up in February 2008, Attero is an end to end provider of e-waste recycling services, with a pan-India presence. Headquartered in Noida, Uttar Pradesh, the Company’s registered office is in Dehradun, Uttarakhand and it also has offices in Bangalore, Mumbai, Chennai and Roorkee. Attero installed and commissioned the e-waste recycling facility in an existing building (which was formerly used as a video cassette recorder assembly plant) at Roorkee, Uttarakhand. While the facility was formally inaugurated in January 2010, its mechanical section was commissioned in March 2009 and the electrorefining/winning section was commissioned in October 2009. Attero’s operations primarily consist of sourcing and dismantling e-waste, as well as recovering key component materials like plastics and metals, including precious metals, which are then sold domestically. Attero’s e-waste recycling operations are organized under two units: (a) mechanical e-waste recycling (i.e. shredding, electromagnetic separation of ferrous materials and eddy current separation of plastics, aluminum and copper plus other metals); and (b) precious metals extraction through smelting and electro-winning/electro-refining of the residue after eddy current separation (i.e. copper plus other metals). Attero also proposes to have facilities for recycling glass (melting glass and converting to beads), extruding recyclable plastics to plastic granules and converting non recyclable plastics to carbon black. Additionally, Attero has recently also launched a pilot program to refurbish and sell old computers directly to end users, schools and non government organizations. IFC is proposing a corporate investment to support Attero’s expansion plans including: expansion of its recycling capacity; expansion of the sourcing activities, which includes awareness raising on safe disposal of e-waste amongst corporate e-waste generators, strengthen the collection of printed circuit boards (PCB’s) from the unorganized sector and set up collection centers for collection of E-Waste from the end consumer; strengthening of the logistic network; and continuation of research and development activities to improve the efficiency of recycling (the “Project”).
