Goal of the AviaTor project is to design and to develop measures to assist LEAs and NGOs in combatting CSAM more effectively in the short term and to investigate future measures to end all forms of violence against children by 2030. The amount of CSAM reports is growing rapidly and LEAs simply do not have the resources to handle these reports, leaving many reports untouched and victims unidentified. This Action aims at developing automation and intelligence tools (Forensic Delivery Channel - FDC) to greatly reduce the required amount of manual labour for LEAs in assessing reports, so that their effort can be spent on the actual investigating of reports and building cases. The impact of the AviaTor project is a smarter prioritization, assessment and handling of CSAM-reports which enables LEAs to focus on the most urgent and relevant cases. More effective police-time and capacity means more cases handled, more victims rescued, and more offenders caught, creating a safer (European) society better able to protect its citizens. The outcome of the project is: - A reduction of the number of referrals - Improving the intelligence position of investigators - A solution to prioritize reports Furthermore, an outcome will be more insights derived by use cases regarding transcending trends on policy level. This creates the possibility to develop self-learning approaches to combat child sexual abuse. The output of the project is applicable software tooling aiding LEAs in assessing and classifying reports of CSAM. Activities are focused on developing a blueprint for an ideal CSAM combatting approach, developing intelligent software (based on AI and IA), and making the results applicable and accessible to LEAs. Beneficiaries will be LEAs (short term) in making their daily job easier, policy makers can adjust their approach towards combatting CSA based on trend data derived from FDC (medium term), and the EU as it provides a measure to end violence against children (long term).
