Description | In December 2007, the Public Works Department (PWD) of the Government of Maharashtra (GoM) signed a 20 year concession contract to a consortium formed by India’s Sadbhav Engineering Ltd. and PBA Infrastructure Ltd. to widen and strengthen the 66 km section on the State Highway 6 (SH6) between Aurangabad and Jalna, in the state of Maharashtra. Under the contract, the consortium was responsible for the design, construction, finance, operation and maintenance and widening of the existing two-lane highway to a four-lane highway with paved shoulders. The expansion project, was expected to ease traffic congestion and give significant stimulus to trade and commerce in the entire region. The consortium established Aurangabad-Jalna Tollway Ltd. (AJTL), a special purpose vehicle, to implement the project. The consortium won the tender through competitive bidding, conducted by Maharashtra PWD. While the bidding details were not know at the time of collection of information, it is known that AJTL was to recover the capital costs and operating costs including returns through tolling during the concession period. The project reached financial closure in December 2007. The total capital cost of the project was estimated at US$ 74.25 million.
