The project was approved as part of the 2020 Project Connect vote. The first phase of construction is planned to start in 2027 and finish in 2033. The project includes construction of stations, the route, an operations and management facility near U.S. Highway 183 and State Highway 71, and train cars. The overall project is expected to cost $8.23 billion including capital and financing costs.
