Description | In September 2015, Autopistas Uraba, a partnership of the Chinese company China Harbour Engineering (30%) and the Colombian companies SP Ingenieros SAS (30%), Pavimentar S.A (25 %), Unidad de Infraestructura y Construcciones Asociadas SAS (10%) and Termotecnica Coindustrial (5%), was awarded the contract to finance, expand, rehabilitate and operate the 245.6-km road connecting Canas Gordas, Uramita, Mutata and El Tigre en Antioquia. The project was named Autopista al Mar 2. The project included the construction of an 18-km road between Uramita and Dabeiba, a detour road, 27 tunnels and 22 bridges, the improvement of a 30.8-km road between Canasgordas and Uramita, rehabilitation of 109 kilometers between Necocli and El Tigre and 46.2 kilometers between El Tigre and Mutata. Besides Autopistas Uraba, only two other bidders presented offers: Proyectos Autopistas al Mar 2 (a partnership of Cintra Infraestructuras Colombia SAS and MC Victorias Tempranas SAS) and Infraestructura Vial Para Colombia (a partnership of Controladora de Operaciones de Infraestructura SA de CV, CSS Constructores SA, Estyma SA, Latinoamericana de Construcciones SA and Alca Ingenieria). The bidding criteria was the lowest funding provided by the government and the investment took place under a public-private partnership. The winning bid indicated the need for the government to fund 40% of the project's cost. The sponsors created the special purpose company Autopistas Uraba SAS to lead the 25-year contract, which was signed in November 2015. On 1 August 2019, the consortium reached financial close. The sponsors at the time are: China Harbour Communication Construction (CHEC) – 40%, SP Ingenieros – 20%, Pavimentar – 15%, UNICA – 10%, Sonacol – 10%, Termotécnica – 5%. The banks which provided financing are Financiera de Desarrollo Nacional (FDN) providing COP 500 billion ($150 million).
