The project included the construction of a new 111-km track and 30 bridges, the improvement of 226-km of track and 24 existing bridges and the operation and maintenance of a 154-km of track. Construcciones El Condor S.A, the company that proposed the project, was the only company to take part in the bidding process. The bidding criteria was the lowest funding provided by the government. Since there was not other bidder, no financial support was granted from the government. The special purpose company Concesion Cesar Guajira SAS was established to lead the project. The 34-year contract was signed in June 2015, and the sponsors took over the operations of the existing assets in the same month. The investment was estimated at US$ 603.6 million (Peso 1659 billion). https://www.contratos.gov.co/consultas/detalleProceso.do?numConstancia=15-19-3603607
