Description | In July 2015, Estructura Plural Cintra-Concesia, a Colombian-Spanish partnership of Cintra Infraestructuras Colombia SAS (40%), RM Holdings SAS (30%) and MC Victorias Tempranas (30%), was awarded the contract to finance, expand, rehabilitate and operate the 151.6-km road between Santander and Antioquia. The project included the improvement, rehabilitation and maintenance of 49.8 kilometers and the construction of a 57.4-km second lane, 19.1-km of single carriageway, 22 bridges and 2 tunnels. Besides Estructura Plural Cintra-Concesia, two other bidders presented offers: Infraestructura Vial Para Colombia (a partnership of CSS Constructores S.A, Controladora de Operaciones de Infraestructura, Estyma, Latinco and Alca Ingeniería SAS) and Estructura plural SAC 4G (a partnership of Sacyr Concesiones Colombia SAS and Herdoiza Crespo Construcciones Colombia SAS). The bidding criteria was the lowest funding provided by the government. The winning bid requested no funding from the government. The sponsors created the special purpose company Concesionaria Ruta del Cacao SAS to lead the project. The 29-year contract was signed in August 2015, and the sponsor took over the operations in October 2015.
