Description | In May 2015, Promesa de Sociedad Futura Alternativas Viales S.A.S, a partnership of the Colombian companies ICEIN Ingenieros constructores S.A.S, Gaico Ingenieros Constructores S.A, Fortress S.A.S, Alca Ingenieria S.A.S, and the Portuguese company Mota Engil Engenharia SA Sucursal Colombia, was awarded the contract to finance, expand, rehabilitate and operate the 256-km road connecting Armero, Libano, Murillo (Tolima), La Esperanza and Manizales (Caldas). The project included the improvement of 124.6 km of track and the rehabilitation of another 132.3 km. The project was proposed by Promesa de Sociedad Futura Alternativas Viales S.A.S., which was the only company to take part in the bidding process. The bidding criteria was the lowest funding provided by the government, but since there was no other bidder the sponsors were not entitled to any public funding for the project. The special purpose company Concesionaria Alternativas Viales S.A.S. was created to manage the project. The 34-year contract was signed in July 2015, and the sponsors took over the operation of the existing assets in August 2015.
