Description | In April 2015, Estructura Plural Autopistas del Meta, a partnership of the Colombian Companies Estudios y Proyectos del Sol S.A. (Episol, 80%) and Sociedad Colombiana de Concesiones y Licitaciones S.A.S (Concecol, 20%), was awarded the contract to financing, construct, expand, rehabilitate and operate the 85.6-km road between Chirajara-Fundadores Intersection and Villavicencio-Bogota. Both Episol and Concecol were wholly-owned by the Colombian company Corficolombiana. The project included the operation and improvement of the entire existing road (85.6 km) between Bogota and Villavicencio, and the construction of a second lane (24.6-km) between Chirajara and the entrance of Villavicencio (El Tablon), 7 tunnels, 20 bridges and viaducts. Estructura Plural Autopistas del Meta, which was the party that proposed the project, was the only company to take part in the bidding process. The bidding criteria was the lowest funding provided by the government, and since there was no other bidder, no public financing was made available to the project. The special purpose company Concesion Vial de Los Llanos SAS was created to manage the project. The 30-year contract was signed in May 2015, and the sponsors took over the operation of the existing assets in July 2015.
