In August 2009, Peru’s Ministry of Transport and Communications (MTC) signed a 25-year concession contract with Concesionaria Vial del Sol for the 475km second stage of Autopista del Sol. The Autopista del Sol II project entailed construction of a highway stretch connecting Trujillo to Chiclayo, maintenance works along a stretch connecting Chiclayo to Piura and construction of a highway stretch between Piura and Sullana. The project was awarded on June 22, 2009 to Concesionaria Vial del Sol which consisted of Hidalgo & Hidalgo [Ecuador] and Construccion & Administracion [Peru]. Five consortia participated in the tender: Consorcio Vial del Sol (formed by Hidalgo e Hidalgo and Construccion y Administracion SA of Peru), Consorcio Vias del Peru (formed by Concay SA, Incoequipos SA, Constructora Colpatria SA and Nexus Banca de Inversion of Colombia), Consorcio OHL Concesiones SL of Spain, Grana y Montero of Peru and Consorcio Concesionaria Panamericana (formed by Vialpa SA of Venezuela and the Colombian firms Gerencia de Contratos y Concesiones SA and Change Consulting Group). The concessionaire was awarded the contract based on the amount of additional works, offering to build 40 passenger bridges and 10 underpasses, and other various works. This raised the cost estimate from US $170 million to US $365 million in the first four years. Investment was to be recouped through toll revenues, and benefit from a minimum revenue guarantee. The project was expected to become operational in 2011.
