In December 2014, Estructura Plural Concesionaria Vial del Pacifico, a partnership of the Colombian company Estudios y proyectos del Sol EPISOL S.A.S./subsidiary of Corficolombiana(60%) and the Spanish company Iridium/Grupo ACS (40%), was awarded the contract to expand, rehabilitate and operate the Mulalo - Loboguerrero - Cali highways. The project envisaged the construction of 31.8-km of new roads, including nine tunnels with 12.2-km in total extension. It also included the rehabilitation and maintenance of the 52-km Cali – Dagua – Loboguerrero highway. The bidding criteria was the lowest funding to be provided by the government. Three groups of companies presented offers: Strabag – Concay; VINCC del Pacífico (Vinci Concesiones S.A.S., 33,34%; Constructora Conconcreto S.A., 33,33%; CASS Constructores y Compania S.C.A., 13,33%; and Carlos Alberto Solarte Solarte, 20%); Concesionaria Vial del Pacífico, integrada por Estudios y Proyectos del Sol (Episol) con un 60 por ciento, (Colombia); Iridium Colombia Concesiones Viarias con un 40 por ciento, (España). Concesionaria Vial del Pacífico's winning offer indicated the need of government funding for 31.2% of the investment costs. The sponsor created the special purpose company Concesionaria Nueva Via al Mar S.A.S. to lead the project. The 29-year contract was signed in January 2015, and the sponsor took over the operations in the same month. The investment was estimated at US$ 638.2 million (Pesos 1588 billion).
