Description | In September 2015, Promesa de Sociedad Futura Autovia Neiva-Girardot, a partnership of the Colombian companies CSS Constructores S.A and Alca Ingenieria and the Mexican company Controladora de Operaciones de Infraestructura S.A (a subsidiary of Empresas ICA S.A. de C.V.), was awarded the contract to finance, construct, expand, rehabilitate and operate the 193-km road connecting Girardot and Neiva. The project included a construction of a 46km four-lane highway between Girardot and Saldana; construction of a western Neiva bypass and a Saldana bypass, including an 840m viaduct over the Saldana River. Promesa de Sociedad Futura Autovia Neiva-Girardot, which took the initiative to propose the project, was the only company to take part in the bidding process. The bidding criteria was the lowest funding provided by the government. Since there was no other bidder, no public funding was made available. The special purpose company Autovia Neiva Girardot SAS was created to lead the project. The 25-year contract was signed in October 2015, and the sponsors commenced operations in December 2015.
