The project involves the financing, construction, upgrading, refurbishment, and maintenance of a 456 km long highway connecting the towns of Santana and Mocoa, located in the southeast part of the Putumayo Department, with the city of Neiva, situated in the Huila Department, Colombia. In total, the project entails refurbishing 357 km of existing roadways, upgrading 37 km of the current highway, and building 47 km of new lanes and has been divided into 7 sections or functional units, each with a 36-month construction term. In July 2021 Colombia’s national infrastructure agency (ANI) formalised the transfer of concession to a new concessionaire, Ruta al Sur, which is a consortium of Rodovias Colombia (70%) - subsidiary of Patria Investments and MC Victorias Tempranas (30%). Patria Infrastructure IV’s equity commitment to this project is approximately $230 million. As part of the 4G Concession Program, Ruta al Sur has revenues based on government sponsored annuities and traffic guarantee. The contract assignment provides for a 12-month normalization period prior to the construction start date. The contract also considers a 25-year duration with a possible 4-year extension. Ruta al Sur is the third concessionaire in 6 years. In June 2015, Infraestructura Vial para Colombia, a partnership of the Colombian companies Cass Constructores y Cia (20%), Carlos Alberto Solarte Solarte (20%), Estyma (10%), Latinoamericana de Construcciones (10 %), ALCA Ingenieria (5%) and the Mexican company Controladora de Operaciones de Infraestructura S.A de CV (ICA Group; 35%), was awarded the contract for the project. The winning bid requested 66% of public funding for the project. However, by 2017 it had been transferred to a new consortium (Aliadas para el Progreso) majority-owned by the Solarte family. Carlos Solarte was subsequently embroiled in a corruption scandal in 2018, bringing construction to a halt and causing ANI to begin the process of terminating Aliadas para el Progreso's contract in 2019. The total investment value is $1.034 billion (COP3.9 billion) and IDB invest signed a $150 million loan to finance the project on 30 December, 2022. The construction start date is set for July 2022.
