Description | In June 2015, Infraestructura Vial para Colombia, a partnership of the Colombian companies Cass Constructores y Cia (20%), Carlos Alberto Solarte Solarte (20%), Estyma (10%), Latinoamericana de Construcciones (10 %), ALCA Ingenieria (5%) and the Mexican company Controladora de Operaciones de Infraestructura S.A de CV (ICA Group; 35%), was awarded the contract to finance, construct, expand, rehabilitate and operate the 447-km road (Neiva-Mocoa-Santana Corridor) between Bogota and Quito. The project included the construction of a 22-km four-lane highway, 32 km of two-lane highway and 3.86 km of viaducts and bridges and the rehabilitation of 422 km. Besides Infraestructura Vial para Colombia, only another bidder presented offer: Concesionaria Vías del Desarrollo 4, a partnership of China Gezhouba Group Company Ltd, Benton, Solarte Nacional de Construcciones, SP Ingenieros, Pavimentar and Construcciones Rubao Sucursal Colombia. The bidding criteria was the lowest funding provided by the government. The winning bid requested 66% of public funding for the project. The sponsors created the special purpose company Aliadas para el Progreso SAS to lead the project. The 25-year contract was signed in August 2015, and the sponsors took over the operations of the existing assets in September 2015. The investment was estimated at U$$ 1080 million (Pesos 2970 billion). In July 2021 Colombia’s national infrastructure agency (ANI) formalised the transfer of the Santana-Mocoa-Neiva highway concession to a new operator. The agency signed off on the transfer of the highway project to the new concessionaire, Ruta al Sur, on Friday (2 July 2021). The highway was part of Colombia’s fourth generation (4G) of highway concessions.
