In October 2014, OHL Concesiones, a subsidiary of the Spanish group OHL, won in a competitive bidding the right to expand, rehabilitate and operate the 144 km of the Autopista Rio Magdalena 2 highway connecting the cities of Remedios - Alto de Dolores, Maceo - Puerto Berrio. The bidding criteria was the lowest funding to be provided by the government. Two groups of companies presented offers: OHL Concesiones; and SAC VT, a partnership of RM Holdings S.A.S. (26,87%), MC Victorias Tempranas S.A.S. (30%) and Sacyr Concesiones Colombia (43,13%). OHL Concesiones' request was 11.4% below the ceiling established by the government, a value of 947.7 million, or 77.4% of the project costs. The investment was estimated at US$ 1.37 billion. The 25-year concession contract was signed in December 2014. The sponsors created the company Concesionario de Autopista Magdalena 2 to lead the project. In January 2016, the Colombian development bank FDN approved a US$ 59 million loan to the project.
