Description | In July 2015, Estructura Plural SAC 4G, a partnership of the Spanish company Sacyr Colombia S.A.S. (60%) and the Colombian Herdoisa Crespo Construcciones Colombia SAS (40%), was awarded the contract to expand, rehabilitate and operate the 80-km road connecting Rumichaca and Pasto. The project included the construction of a second carriageway (80km) between Ipiales and Catambuco, 2.6 km of tunnels, 6 intersections, 1.5 km of bridges and viaducts. Besides Estructura Plural SAC 4G, three other bidders presented offers: OHL Concesiones (a partnership of OHL Concesiones Chile and OHL Concesiones Colombia); Strabag Concay (a partnership of Strabag SAS and Concay SA); Infraestructura Vial para Colombia (a partnership of Controladora de Operaciones de Infraestructura S.A. DCV, Alca Ingeniería S.A.S, Latinoamericana de Construcciones S.A, Estyma Estudios y Manejo SA, Cass Constructores y CIA SCA and Carlos Alberto Solarte Solarte). The bidding criteria was the lowest funding provided by the government and the winning bid indicated a need of 35% of public funding for the project. The special purpose company Concesionaria Vial Union del Sur SAS was created to manage the project. The 25-year contract was signed in September 2015, and the sponsor took over the operations in October 2015.
