In June 2015, Estructura Plural Hidalgo e Hidalgo S.A, a Colombian-Ecuadorian consortium of Hidalgo e Hidalgo Sucursal Colombia (25%), Hidalgo e Hidalgo Colombia SAS (5%), Cass Constructores & Cia SCA (35%) and Carlos Alberto Solarte Solarte (35%), was awarded the contract to finance, construct, expand, rehabilitate and operate the 75.8-km road connecting Santander de Quilichao and Popayan. The project included the improvement of the existing road, 7 variants, 4 intersections and 23 bridges. The bidding criteria was the lowest funding provided by the government. Only one bidder presented offers and the winning bid required a public funding of 37% of the project cost. The 25-year contract was signed in August 2015, and the sponsors took over the existing assets in September 2015. The special purpose company Nuevo Cauca SAS was created to manage the project.
