The project consists of the following: (a) design, construction and equipping of a flight information center at Kabul to serve aircraft using Afghan airspace. The principal items of equipment would be HF and VHF transmitter/receiver systems for air/ground communications and direct speech/radio teletype circuits for communication with neighboring FICs, together with two years supply of spares; (b) technical assistance to ensure the efficient operation of the new FIC under ANS. ICAO would assist in recruiting four technical advisors to be attached to the FIC from the middle of 1973 covering management, air traffic control and the training of controllers, and maintenance; (c) economic and engineering feasibility studies for the proposed new airport to serve the Kabul area. Detailed engineering would be carried out under the project only if it is necessary to begin this work immediately after the feasibility studies are completed; (d) engineering and consulting services.
