Cong Ly was planning the development of the 16 MW first phase wind farm, Bac Lieu province, 200 km Soutwest of HCM City. Equipment was to be supplied by GE (announced July 2011), 10 turbines of 1.6 MW and a long term maintenance contract. A phase II of the project was in the design phase, but would depend on the outcome of this project. Total capacity could grow by 120 MW in phase II. In the national power development program for Vietnam, dating August 2010, the project was already included listing as 99 MW, and projected to produce 310 GWh annually, with 66 turbines spread over 500 hectares of land. Commissioning dates were unknown. Construction was scheduled to take three years. The output was to be bought by EVN at VND 1,614/kW ($78/MWh). Part will be subsidized by VND 207/kWh from the Vietnam Environment Protection Fund.
