The lagoon was built in 2021 as part of a $5.7 million project including a pipeline connecting the lagoon to the city's existing sewer ponds. The lagoon is intended to store wastewater and increase the city's capacity, replacing the previous method of piping treated wastewater into the Powder River. However, the liner leaked, and repairs made in 2023 were unsuccessful, leading to a lawsuit seeking damages for additional design and construction costs. |
