Description | The European Bank for Reconstruction and Development (the “EBRD” or the “Bank”) is considering a sovereign loan of up to EUR 48.7 million to the Republic of Tajikistan to finance the construction of a 56 km of the Baljuvon – Sari Khosor road section (the “Project”). Additionally, grant co-financing of up to EUR 1.5 million from the Central Asia Nature Programme (CANP) is envisaged to finance the nature-based solutions investment component. The Project includes the following post-signing technical cooperation (TC) components: (i) Project Implementation Support and Construction Supervision, with funding of up to EUR 3 million; (ii) Lender’s Monitor, with funding of up to EUR 0.5 million; and (iii) the development and enhancement of the Road Safety Advisory component, with funding of up to EUR 0.15 million. These TC components are to be financed by the Bank’s Shareholders Special Fund or international donors. The Project aims to provide a reliable, year-round and safer road connection within the southeastern regions of Tajikistan, improving connectivity for local communities, enhancing access to essential services and markets, and supporting regional economic development. The upgraded road will serve 17 settlements currently affected by limited and seasonal accessibility and will strengthen the region’s tourism potential, including access towards the Sari Khosor National Park. The expected transition impact of the Project stems from the Integrated Transition Impact quality, by improving physical connectivity and resilience of transport infrastructure, and from the Well‑Governed Transition Impact quality, through the provision of Road Safety Advisory TC to the Ministry of Transport (MOT) aimed at strengthening road safety practices and policy framework. The Republic of Tajikistan, represented by the Ministry of Finance, will act as the Borrower. The Project Implementation Unit for Roads Rehabilitation under the Government of Tajikistan (PIURR) will be responsible for implementation of the Project on behalf of the Government, supported by Bank‑funded technical cooperation for project implementation support, engineering supervision and monitoring.
