Baltic Malt is a new malting facility with a capacity of 65,000 tons per annum. The main sponsor is Weissheimer of Germany, the largest maltster in Germany and among the five largest maltsters in Europe with a combined annual capacity over 390,000 tons. This project is to establish and operate a facility for processing of malting barley for sale primarily to local breweries, but located with respect to a good export potential. The facility will be located in the harbor of Gdansk, at the Baltic coast of Poland.2. This is a category B project according to IFC’s environmental review procedure because specific impacts may result which can be avoided or mitigated by adhering to generally recognized performance standards, guidelines or design criteria. The review of this project consisted of information submitted by the project sponsor and the technical appraisal and site review completed by IFC’s Agribusiness Department staff. The following potential environmental, health and safety impacts of this project were analyzed:· site location;· air emissions;· liquid effluents;· solid waste management;· noise control; and· general employee training, health and safety.Information provided on how these potential impacts would be addressed in the Baltic Malt project is summarized in the paragraphs that follow.3. The malting facility will be located within the harbor of Gdansk. The harbor district of Gdansk is a separate industrial development entity located in the Wistula River delta. The area designated for the malting facility had previously been used for coal and timber storage, and will therefore be checked for any potential contamination before construction proceeds. A central wastewater treatment facility is planned for the area, but the malting facility will establish its own wastewater treatment facilities.4. The main energy source for the drying process is natural gas, and modern low NOx burners will be used. The main air pollution problems related to the grain handling and malting processes are the potential dust emissions. The Baltic Malt facility will be equipped with state-of-the-art dust and air emission control systems to eliminate both the potential risk of dust explosions in the process and to control air emissions from the plant. The project will comply with local requirements and World Bank guidelines.5. Liquid effluent will receive on-site primary and secondary treatment and will comply with both local requirement and World Bank guidelines. Liquid effluent will amount to 750 m3/day with discharge concentrations at or below 80 mg COD/liter, 50 mg BOD/liter, 50 mg suspended solid/liter.6. The malting facility will produce approximately 6,500 tpa of barley and malt by-products. The by-products will be recycled into animal feed.7. The processes used do not result in excessive noise emissions, and all machinery emitting more that 65 dBA are equipped with silencers. Thus the resulting noise levels outside the facility will be at or below 65 dBA. The facility is located well within an industrial development with no residential or sensitive areas nearby.8. Weissheimer of Germany, the main sponsor, is designing the Baltic Malt facility as a copy of a similar facility presently being constructed in Germany according to EU guidelines on environmental protection. The Baltic Malt facility will therefore use fire and dust explosion protection codes, work instructions and employee training programs, comparable to those found in Weissheimer’s operations in Germany.9. IFC will ensure ongoing compliance with World Bank environmental, health and safety policies and guidelines during the life of the project by evaluating monitoring reports submitted annually to IFC by Baltic Malt, and by conducting periodic supervision.10. Based on its review of available information regarding potential environmental impacts and proposed mitigation measures, IFC concludes that Baltic Malt’s proposed project will meet World Bank environmental, health and safety policies and guidelines, and host country requirements.L:\WPEU\NIELS\POLAND\WEISSHEI\ERS.DOCDecember 5, 1995 1:43 PM
