Description

The project development objective of the Skills and Training Enhancement Project for Bangladesh is to strengthen selected public and private training institutions to improve training quality and employability of trainees, including those from disadvantaged socioeconomic backgrounds. There are four components to the project. Component one: improve the quality and relevance of training - support public and private institutions offering diploma-level and short-term technical and vocational education and training programs in an effort to improve access to, equity in, and quality and relevance of, these Technical and Vocational Education Training (TVET) programs in Bangladesh. The component will introduce key reforms in participating institutions. These reforms aim to improve inter alia: (i) private sector involvement in institutional management, (ii) administrative autonomy, (iii) academic autonomy, (iv) financial autonomy, (v) public-private participation, and (vi) monitoring and evaluation. Component two: pilots in TVET - support two types of pilot activities in the sector: (i) start-up and operational support to Industry Skills Councils (ISC) and (ii) support to Secondary School Certificate (SSC) (vocational) schools through a pilot to determine the most effective means by which SSC (Voc) or equivalent programs can be strengthened. Component three: institutional capacity development: strengthening the capacity of the government to manage the WET sector as a whole by: (i) institutional capacity development of the Directorate of Technical Education (DTE), the Bangladesh Technical Education Board (BTEB) under the Ministry of Education (MOE), and the Bureau of Manpower Employment and Training (BMET) under the Ministry of Expatriate Welfare and Overseas Employment (MOEWOE). Component four: project management, communications, and monitoring and evaluation - establish a project management and implementation structure, to support the improvement of system management and implementation of reforms through training of policy planners, managers, teachers and administrators, and enhance communications with key stakeholders. In particular to support the Ministry to improve it ability to communicate information about the program, its objectives, and on how the program will be implemented. This component will also support program monitoring and evaluation.
