Operation Abstract: Summary Description of Proposed Project The project will support the following four components: (a) environmental governance and infrastructure; (b) green financing for air pollution control; (c) vehicle emission control; and (d) e-waste management infrastructure.Component 1 (Revised cost: USD 144.23 million) : Environmental Governance and Infrastructure will support DOE to improve its environmental management capacity through (a) regulatory and policy reforms to reposition the regulatory mandate of DOE from action-oriented pollution control to goal-oriented protection and improvement of environmental quality and promotion of green growth; (b) institutional reforms to shift DOE’s organizational structure towards specialization and decentralization with improved human and financial resources; and (c) capacity building to support DOE and its key stakeholders develop adequate technical capacity in environmental management and green growth; and (d) project management of DOE activities.Component 2 (Revised cost: USD 14.35 million): Green Financing for Air Pollution Control will support (a) the Bangladesh Bank (BB) to develop a green credit risk guarantee scheme to support targeted sectors to invest in green technologies to reduce air pollution discharges.Component 3 (Revised cost: USD 3.9 million): Vehicle Emission Control will support Bangladesh Road Transport Authority (BRTA) to develop its capacity in improving vehicle safety and control vehicle emission. The sub-component will support preparation and design work for physical activities to be taken up in the BCAP Phase 1 which include construction of vehicle inspection centers, and contract private sector operations to manage the operation and maintenance of such facilities.Component 4 (Revised USD 25 million): E-waste Management Infrastructure will support the Bangladesh High-tech Park Authority to develop a pilot e-waste management facility through a design-build-operate PPP arrangement to demonstrate technical, financial, environmental and social feasibility of e-waste management.
