Description

Description

The Program will support the following outcomes: (i) strengthened capacity of upazila parishads for locally led, coordinated planning across levels of government and line departments and for improved integration of climate change into the planning and budgeting process; (ii) strengthened capacity of upazila parishads for financial management and sustainability; and (iii) the delivery of resilient local infrastructure, services and prioritized climate activities by upazila parishads. These objectives and outcomes will be achieved through a PforR component that will contribute to and strengthen the government's program of fiscal transfers to upazilas parishads through Annual Development Plan budgets and transfers. Transfers will finance small scale, resilient public infrastructure and services and locally led climate actions that fall within the mandate of upazila parishads. An IPF component will support Program management and finance capacity building and institutional development activities related to climate risk-based planning, budgeting and implementation, financial management, accountability and sustainability. This component will focus in particular on strengthening the capacity of upazilas to work with union parishads and communities on the planning and delivery of climate actions.
