In the last decade, Benin's basic education sector has made great progress in terms of enrolment numbers; however, the quality of teaching remains inadequate despite numerous efforts to improve it. The FC project, with a financing volume of EUR 5 million, builds on the previous phases (2006 66 529 and 2008 65634) and, through participation in the basket financing, contributes to the financing of the updated sector development plan (PDDSE Plan Décennal de Développement du Secteur de lEducation), which corresponds to the objectives of the Global Partnership for Education (GPE). Since the basket was founded in 2008, a total of around EUR 148,000,000 has been made available. In addition to FC, AFD and DANIDA are currently also involved in the basket financing. The aim of the FC project is to contribute to achieving the objective of quantitative and qualitative improvement in basic education set out in the updated PDDSE for the period 2013-2015. The FC measures' objectives are (1) to improve access to basic education, (2) to increase the proportion of children who complete primary school, and (3) to improve planning, administration and control in the education sector. In addition to the main target group of children of primary school age (6-15 years), the project also benefits teachers, administrative staff at all levels, parents and communities. In addition, illiterate young people and adults also benefit from the project through literacy offerings. The program activities include the construction of pre-school, primary and secondary schools and literacy centers, the expansion and improvement of teacher training and further training, the revision of teaching programs, support for school canteens, and studies, training and evaluations.
