The Basic Education Quality Improvement Project will finance: (a) primary education: availability of textbooks, educational materials, and student and teacher libraries; promotion, design and implementation of school-based quality improvement sub-projects; provision of in-service training to strengthen teachers' capacity to use these learning resources and enhance instructional effectiveness; design and implementation of a standardized student cognitive achievement measuring system; and rehabilitation of primary school buildings on a targeted basis; (b) preschool education: increase of preschool coverage in unsatisfied basic needs areas; availability of teaching materials; improvement of teaching materials; improvement of teaching effectiveness and school supervision; construction and rehabilitation of preschool classrooms; carrying out of a preschool dissemination campaign; and undertaking of a long-term evaluation study of preschool impact. Lastly, it will finance: (c) institutional strengthening and efficiency: operation of one unit to manage the Student Cognitive Achievement System (SCAU), and another to manage and monitor the purchase and distribution of textbooks, supplemental reading and teaching materials; development of a management information system (MIS); development of operational manuals and guidelines and the provision of training to sector managers and analysts in microplanning, programming, budgeting, managing, and monitoring sectoral activities; furnishing vehicles to the 19 Departmental Inspectorates; and carrying out a sector management productivity study and implementing its recommendations.
