Law No. 11,445, of January 5, 2007, established the national guidelines for basic sanitation and established the Federal Sanitation Policy, dealing with its principles, objectives and instruments, in addition to the guidelines relating to planning, regulation and provision of services. The holders of public basic sanitation services are responsible for the organization and direct or indirect provision of these services, in compliance with the respective municipal basic sanitation plan, as well as the guidelines of current legislation. Given the difficulties encountered by the sector when organizing and managing services related to basic sanitation, especially water supply and sewage, the participation of private agents has been an alternative to ensure investment capacity, operation and maintenance of services. The need to structure sewage services is essential. The country's sewage network coverage rate is around 52%, and only 46% of the sewage generated is treated, according to the 2017 Water and Sewage Services Diagnosis, prepared by the SNIS. CAIXA, with resources from the FEP – Support Fund for the Structuring and Development of Concession and PPP Projects, is supporting the structuring of viable solutions from an environmental, social and economic-financial point of view for the provision of sewage services , adapted to the technical and institutional guidelines of the Federal Government bodies responsible for implementing the Federal Basic Sanitation Policy (PFSB), Law No. 11,445/2007. The Consortium FUNDACE/INCIBRA/MANESCO was hired to develop the specialized technical consultancy services necessary for the modeling and structuring of a Concession aimed at making investments, managing and executing sewage and water supply services in the municipality of São Gonçalo do Amarante /RN. The specialized technical service contracted consists of the following activities: Technical advice to be provided by Caixa to the Entity. Specialized technical consultancy to carry out feasibility studies and develop the documents necessary for bidding on the Concession Contract. Concession Structuring services cover technical engineering, economic-financial, legal and socio-environmental aspects in the preparation of projects, reports, opinions, reports and information in the following stages: Project evaluation; IN PROGRESS Contract structuring; IN PROGRESS External Validation (Public Consultation and Control Bodies); It is Bidding and Contracting Note: The completion dates for the stages are forecasts provided by the technical teams and are subject to reevaluation as the project progresses.
