Autovias SA was awarded a concession contract that includes the expansion and rehabiliation of 317 km of roads. Initially, Autovias' ownership was equally divided among the three sponsors: Etesco SA, Enterpa SA and Emsa SA. The bidding process was competitive and the award criteria was the highest cannon fee to be paid to the government. There was no provision for contract renewal (assets will be returned to the state government). The total project cost has been estimated at US$ 340 million (the consortium will pay an additional US$ 119 million in monthly instalments for the concession rights; in order to calculate the real value of the lease fee, a discount rate of 12.68% was used; this government has used this rate in other infrastructure sectors). The toll road started its operation in 1998 and the toll rates are already being charged. In October 2000, the state-owned bank BNDES approved a US$ 54.8 million loan to Autovias. In 2002, the corporate control of Autovias (100% of the total capital) was acquired by Grupo OHL (Obrascon Huarte Lain). In 2003, Autovias invested US$ 23.3 million (R$ 70 million). For the 2005-2006 period, it planned to invest R$56.2 million.
