Description | Opportunity For more than 50 years the BC Children’s Hospital and the BC Women’s Hospital & Health Centre have provided specialized care for seriously ill newborns, children and youth and the most complex obstetrical cases in the province. In 2013 the hospital saw approximately 200,000 patients including 8,700 pediatric surgeries even though existing facilities were not designed to accommodate this large volume of women and children requiring specialized care. A three-phase redevelopment project will meet the needs of a growing population and support 21stcentury healthcare practices. Phase 1 was completed in 2012 using traditional procurement while Phase 2, the new Teck Acute Care Centre (Teck ACC), is being delivered using a public-private partnership. Challenges The complex three-stage project must be completed in a timely manner without interrupting current patient services. Innovations The project provided several benefits typical of P3 agreements including schedule certainty due to payments only beginning after the facilities are made available for use. There are hand-back requirements built into the Project Agreement to ensure that at the end of the 30-year operating term the building is in good working condition. Results The Teck ACC will be an eight-storey facility with approximately 59,400 square-metres of space including inpatient units; department, medical imaging and procedural suites; a hematology/oncology department; and pediatric intensive care. PHSA will at all time retain responsibility for delivering health care at Teck ACC and will retain ownership over the facility over the life of the project. The new design emphasizes 70 single bassinettes in 70 single-occupant patient rooms that reduce noise, have increased access to natural light and improve infection control. Evidence has shown that young patients recover quicker with loved ones close by and the single occupancy rooms allow family members to stay overnight, providing an improved healing environment. The Teck ACC is centrally located on the hospital campus. Each department has been designed to maximize efficiencies, with departments that see the same patients located close to one another, streamlining their movements and traffic flows of supplies. The project is boosting the local economy and generating approximately 2,000 direct and 1,250 indirect jobs during construction.
