Bear Development proposes a five-story, 69-unit apartment building in Milwaukee's Harbor District at 1435 S. First St. The project includes 49 first-floor parking stalls and aims to provide workforce housing for median-income residents. The project faces challenges due to noise concerns from a neighboring machine shop, Engel Tool and Forge, which operates two 10-hour shifts. Bear Development plans to conduct a month-long noise study and use soundproofing materials if the project proceeds. If the study shows the building would not be livable due to noise, the project may be abandoned.
