Description | The project involves the reconstruction and expansion of Bei'an Qianqian Sewage Treatment Plant in Bei'an City, Heihe City, Heilongjiang Province, China. The plant is in operation since 2010 and it will keep the existing treatment scale unchanged (30,000 cubic meters/day). The sponsor's name is not disclosed; however it is stated that the sponsor will hold 100% stake in the project. The project cost amounts to CNY 79.94 million or $ 11.6 million. The project is structured under ROT model for a period of 30 years. The return mechanism is feasibility gap subsidy. The project implementation agency in charge is the Bei'an City Management Comprehensive Law Enforcement Bureau. Financial close was reached on 22 July 2019. |
