In November 2012, Beijing MTR Corporation Limited a joint venture of the Hong Kong based MTR Corporation (49% share) and two Beijing SOEs (Beijing Infrastructure Investment Company Limited 25%; Beijing Capital Group 49%) was granted the concession agreement to build and operate the Beijing Subway Line 14. The line had a length of 47.3 KM and the total investment was US$ 8.06452 billion (RMB 50 billion). The project was split into part A and B. Part A, the civil works would be financed and implemented by an SOE Beijing Subway Line 14 Investment Company Limited. Beijing MTR Corporation Limited would finance and implement Part B covering the vehicle, signal and mechanical systems for US$ 2.41935 billion (RMB 15 billion). US$ 2.23452 billion (RMB 13.854 billion) construction was completed by February 2013. Construction of the works actually commenced in April 2010. The west section of the line, 12.4km long, came into operation in May 2013. Beijing MTR Corporation would operate the project for 30 years. The concession agreement was officially signed in November 2014. In January 2015, the whole line was still not through. There were 6 stations and the lines in between with a total length of 6km which were still not opened to the public, so only the east and west sections of the Line were operational. MTR actually has a 49% stake only in the MB 15 billion Part B of Line 14, which account for 30% of the whole project.
